No Scratch Off for Restitution: Court Confirms Full Payback on Stolen Lottery Tickets

 After Ryan Anderson pled guilty to robbing stores of California Lottery Scratchers tickets and cashing in the winning ones, he was ordered to pay $179,231.65 in restitution. That included the value of the stolen tickets ($116K), the winnings he wrongfully claimed ($62K), and retailer commissions tied to those redemptions. Anderson appealed, claiming the court should’ve subtracted the prize money from the ticket value—but the court wasn’t buying it. Because the retailers had already paid for the stolen tickets and were reimbursed with new ones, and because the Lottery still had to honor future payouts, there was no double-dipping.

Bottom line: even if you win with stolen tickets, you still lose big when the restitution comes due.
